Business WLAN | No WLAN NWA-3160 in Controler Mode??

Hi, i have two 3160, one in Controler Mode and one in Managed AP Mode.
It seem that the AP in Cortoler Mode doesn`t have wifi? The Wifi LED is off and i can´t select it in the AP-List, i only see the managed one.

Is it normal that the AP in Controler Mode doesn`t have own wifi, only the ones in Managed AP Mode do??
